
Mr. Herr has 35 years of responsible local government
and managerial experience and proven ability to
successfully direct civil engineering solutions and
project management. In his position at ECON he is
responsible for overseeing the vision and business
development activities for ECON in both the public
and private sectors.
Before joining the ECON team, Mr. Herr served as
County Manager for Polk County, Florida from 2003
to 2010. His focus on creative solutions generated
significant savings in time and money for both the
private and public sectors.
The following are a just a few of the creative
solutions he initiated:
- Budgeting for Outcomes: A new budgeting approach which directly engaged citizens for ranking programs.
- Electronic Town Halls: By using technology, more citizens
were able to participate and provide feedback into
their communities' projects.
- Customer Service Driven Culture: Established a
one-stop permitting center in Polk County's Building
Division.
- "Better, Faster Cheaper": Created improvement teams
to overhaul and streamline processes for greater
efficiency and to reduce cost on daily operations and
Community Investment projects.
Mr. Herr holds a Bachelor's of Science degree from
Indiana State University. He is also a Member of
the International City Management Association, the
Florida Association of Counties and the American
Public Works Association. Mr. Herr received the Award
for Career Excellence in May of 2009 from the Florida
City County Management Association.
